Program

To build trust, enhance policy coherence, and discuss concrete modalities for joint action, the 2nd Global Conference of the Internet & Jurisdiction Policy Network was organized without formal panels to encourage dynamic exchanges among participants. It was structured around Stakeholder Plenary sessions on Day 1 and 3 and three parallel Workstreams on Day 2.

Based on the Areas of Cooperation identified by participants at the 1st Global Conference of the Internet & Jurisdiction Policy Network in Paris, the Secretariat formed in 2017 three multistakeholder Contact Groups for each Workstream to map and identify concrete Policy Options. The result of their work was released in November 2017 for deliberations, and will be tabled as official input documents.

The 2nd Global Conference of the Internet & Jurisdiction Policy Network in Ottawa was an opportunity for stakeholders to define a roadmap with clear targets and a working methodology to jointly develop policy standards and operational solutions that can be presented by participants at the 3rd Global Conference in 2019. Stakeholders in the Internet & Jurisdiction Policy Network together represent a critical mass of actors, uniquely able to provide the necessary impetus.

Workstreams

Workstream I Data & Jurisdiction How can transnational data flows and the protection of privacy be reconciled with lawful access requirements to address crime?
Workstream II Content & Jurisdiction How can we manage globally-available content in light of the diversity of local laws and norms applicable on the internet?
Workstream III Domains & Jurisdiction How can the neutrality of the internet’s technical layer be preserved when national laws are applied to the Domain Name System?
